RE: Societal preparedness for catastrophic climate change
The war in Iraq was a dress rehearsal. We learned a lot. Now is the time to begin preparing for the real show, The Big Show. Are we up to the challenge?
You have read Andrew's (Marshall) exec sum about the catastrophic climate change that may be just around the corner, perhaps in less than two decades. Just a few quotes:
"Disruption and conflict will be endemic features of life … Once again, warfare would define human life."
"Deaths from war and famine run into the millions."
"Access to water becomes a major battleground."
We have the best military in the world; we now control the Euphrates in Iraq, the main water source in the oil producing area. Of course we control the oil, too. Regarding domestic water, we have Canada's ample resources for the taking. We can roll through in a Blitzkrieg, the way Rommel crossed into France through the Ardennes. We foresee Anschluss within 48 hours.
As with the war in Iraq, our weakest spot is long term management of public opinion. It isn't enough to say, "you're either with us or against us." We must be able to punish every single person who's trying to interfere with our plans. Luckily, the foreseen environmental catastrophe will facilitate the implementation of a scheme that will maximize management of non-cooperating elements.
We recommend creating a national and global database of people, classified and color coded. Such a database will be absolutely necessary in order to achieve deep dominance of the world after the onset of the catastrophe and the temporary collapse of the market economy.
Magnetic, color coded identity cards, like the ones used by Israel in the Occupied Territories, should be printed and stored in distribution centers. A small percentage should be handed out immediately to trustworthy people, together with lists.
We recommend the following color scheme:
Blue - The leadership of America, plus a few select foreigners -- politicians, industry leaders, financiers, etc. No difficulty here. We will classify as blue most people with a yearly income above $200,000, as well as key government officers and defense intellectuals. We only need to weed out a few rotten apples, like George Soros. When time arrives, blue cardholders will be gathered in a few secure, undisclosed locations. A predetermined select group (red ribbon on blue), chosen by the Pentagon, will take charge from its location in a yet to be specified command and control center.
Brown - This category is for young and healthy men and women ready for military and police service. A select group (red ribbon on brown) will be assigned to guard the "undisclosed locations." The rest will police the population and put down the anticipated food and water riots.
Green - Green cards will be given to regular people who can do useful work: farm workers, factory workers, domestic workers, engineers, medical personnel, etc. Unfortunately, as Andrew points out, only a portion of humanity will be sustainable; even a large percentage of Americans will have to be left out. But we must not run from the tragic role history has thrust upon us. We need to prepare for fierce competition over green cards. People will fight to the death, since having a green card will become a life and death issue. We must be grateful that reality shows like "Survivor" and "The Apprentice" are getting people used to having the appropriate attitude. We need more of these shows. Proper consciousness training will make it easier for the losers to accept their fate and die unobtrusively.
Pink - Once the tragedy is over, we will need to recreate the human race. To speed up the regeneration process, pink-coded identity cards will be issued to young and attractive women from all over the world, selected for breeding. Reality shows like "Who wants to Marry a Millionaire" are a godsend educational tool. We must use them smartly.
Red - Red identity cards will be issued to subversive elements, independent-minded journalists, labor organizers, Muslims, etc. They should be rounded up and detained at the earliest possible moment. We won't have time to make inquiries. The slightest suspicion should be enough. We must be absolutely sure that no subversive remains at large or receives any other color identity. Hopefully, once we're on the other side of this catastrophe, the human gene pool will be cleansed of this trouble-making personality trait.
The rest of the population will not need an identity card, since they are not expected to survive long.
At the beginning of the catastrophe, the government will be facing a serious obstacle. Public opinion will lag, veering toward the sentimental. People will refuse to accept the necessities imposed by the new reality. To defuse criticism, we recommend a number of preemptive "affirmative action" policies that will give the color coded scheme a humane and compassionate face.
In calculating eligibility for the Blue identity card, members of minority groups will be considered from a lower minimum income of $150,000 a year. (This will not have numerical significance.) In calculating eligibility for Green and Brown Cards, a small number of preferential points should be given to minorities and descendants of Holocaust survivors. A significant portion, up to 50%, of Pink cards should go to young women from "exotic" countries. The program should be directed and presented to the public by a proper minority-identified icon, for example, an African-American woman.
Another benefit of incorporating these policies into the color scheme is that it will deflect the rage of the people left to die onto minorities and women, and away from rich, white, well-connected men, whose greed, let's admit it, is the root cause of earth's coming collapse.
